I find these moving little pictures very annoying. On some forums there is a setting to not display smileys.

Can't suppress them, but Tech did change the order around so the most animated ones are now on the overflow page. Does that help?

Yup -- the little 'More' link at the bottom of the Smilies window. Smilies, and more smilies.
